Samin studied Urban Development and obtained a masters degree in Urban and Regional Planning. She volunteered for the “Urban Upgrading and Housing Reform Program (UUHRP)”- a cooperative project between Islamic Republic of Iran and the World Bank- in Tehran, Iran. She was employed by UUHRP to work for municipal capacity building project in 5 pilot cities of UUHRP to the end of the program in 2010.
