The monitoring of the implementation of work programmes and evaluating the activities of the UN-HABITAT are coordinated by a dedicated unit - the Monitoring and Evaluation Unit. The Unit is located in the Office of the Executive Director (OED) and reports directly to UN-HABITAT Governing Bodies (Committee of Permanent Representatives (CPR) and the Governing Council (GC) through the Executive Director.

The Unit plays the coordination role and works with other divisions in preparing biennium performance reports; reporting on activities, findings and recommendations of monitoring and evaluations and follow-up to evaluation recommendations; maintaining a tracking system to follow-up to strategic and mandatory evaluations; consulting with senior management on evaluation plans and decision-making on evaluation topics and schedules; setting standards, developing and disseminating methodology and providing technical guidance by reviewing and making recommendations on draft terms of reference, proposed methodology and draft final evaluation reports; building awareness and developing learning materials, tools, and resource packages to support monitoring and evaluation functions; enhancing Monitoring and Evaluation competences among staff members; promoting use of evaluation finding in new planning and programming; supporting the harmonization of the evaluation function of UN-HABITAT and ensuring that monitoring evaluation in UN-HABITAT contributes to and remains consistent with UN reforms.

A distinction should be made between Monitoring and Evaluation Unit and Monitoring Research Division (MRD), which is responsible for monitoring and reviewing the overall outcome and impact of the interventions in achieving the Habitat Agenda and the Millenium Development Goals.
