Nairobi, 19 May 05

UN-HABITAT, through its Special Human Settlements Programme for the Palestinian People, is organizing, in cooperation with the Association of Palestinian Local Authorities (APLA) and the Ismailia Association of Environment and Development Training Center, a Training of Trainers and a Pilot Workshop on Leadership and Management Skills for newly elected Palestinian Mayors in Ismailia, Egypt, during the period 14 –26 May 2005. H.E. Mr. Khaled Qawasmei, Minister of Local Government, Palestinian National Authority, and H.E. Mr. Fouad Saad Eldin, Governor of Ismailia, will honour the opening ceremony of the Workshop on 20 May 2005 . The participants include 13 Trainers and 21 newly elected Mayors from the West Bank and the Gaza Strip.

The Workshop is organized in two parts: the first part (14-19 May) is for Training of Trainers with the objective of enabling the Palestinian Trainers to develop and implement capacity building programmes focused on leadership and management skills for mayors, local authority councilors and other local leaders. The objective of the Pilot Workshop for Mayors (21-26 May) is to enhance the ability of participating Mayors to improve their leadership and management skills.

The Training of Trainers will provide participants with an opportunity to improve their knowledge and skills in training methods and techniques and design and deliver participatory, interactive and client centered training programmes based on UN-HABITAT local leadership and management series of manuals. The Trainers will design, prepare for and deliver the Pilot Workshop for the selected group of the newly elected Palestinian Mayors.

The participants will evaluate the Workshop for the purposes of further adaptation of the training manuals for future use in the occupied Palestinian territories. They will also formulate action plans for further local leadership and management training of Mayors, local authority councilors and other local leaders.

UN-HABITAT will also collaborate with other UN agencies to identify training needs of local actors and design a comprehensive capacity building programme. UN-HABITAT will avail its extensive global experience and specialized training materials for local governance to support the newly elected local authorities and other stakeholders including participatory urban decision making and planning, capacity building of NGOs and CBOS as well as local economic development and municipal finance among others.
