Urban Governance Index stakeholder workshop

Discussions have been ongoing between the Global Campaign on Urban Governance and UNDP’s Oslo Governance Centre since early 2005 to collaborate on application of the UGI in countries where the OGC is working to develop national governance indicators. Mongolia is the first country to do so, as part of the ICNRD5 Follow-up project. The UGI was applied in Ulaanbaatar (UB) in January 2006 through a day-long stakeholder workshop.

The workshop generated extensive discussions on the relevance as well as the implication of each indicator in the Mongolian context, and provided some important insights into local governance system in Mongolia. The UGI workshop was opened by the Mayor of Ulaanbaatar, Ts. Batbayar, and the UN Resident Coordinator, Ms. Pratibha Mehta. The workshop was attended by about 35 participants, including civil society members, representatives of all major municipal departments, representatives of international NGOs and projects, as well as the Chairperson and officials of the local ‘Hural’ (City Council).

An important outcome of the workshop was the opening up of a Dialogue between the Municipality and the citizens. The municipality promised to promptly address a number of issues that emerged during the discussions, and committed to sharing information related to budgets and capital projects through the municipality website and district as well as sub-district offices.

Though the UGI is new to Mongolia/UB, UN-HABITAT is not. UN-HABITAT is about to initiate a Cities Alliance funded project on Ger Area Upgrading in UB and has several other initiatives in the pipeline, including a project on Strengthening Sustainable Urbanisation in Mongolia (SSUM). It is envisaged that the UGI will be integrated into the ongoing/proposed UN-HABITAT initiatives in Mongolia as a tool to monitor the quality of governance and the impacts of these projects on the same. It is also hoped that the Municipality of UB (MUB), as well as other organisations such as UNDP, will use the results of the UGI as baseline information to plan governance related interventions.
