UN-HABITAT with support from the Ford Foundation and UNDP is planning the 2006 edition of the Mashariki Innovations in Local Government Awards Programme (MILGAP) for the East African region.

MILGAP, is a biennial awards programme for the East African region that aims to alleviate poverty and promote excellence in public service delivery, good governance, and enhanced local democracy and decentralization. It does this by recognizing, rewarding and promoting innovative practices in local governance thereby demonstrating the valuable work being done at the local level to improve the conditions of the poor. The activities of the project are developed within the broad framework of the global campaign on good urban governance spearheaded by UN-HABITAT.

For the 2006 awards, applications from projects at the local, national and regional levels dealing with innovation and decentralization, especially those concerned with poverty alleviation and true partnership between public and private sectors shall be sought.

The award is open to:
  • Central Government Ministries, Departments and Sections
  • All categories of local authorities in city, municipal, county and town councils
  • Private Sector
  • Training and research institutions
  • Youth groups
  • Women groups
  • Non-Governmental Organizations
  • Community Based Organizations

The MILGAP Award

The overall national and sub-regional category winners will receive cash awards as will be determined by the national and sub-regional selection committees. The cash award will be solely used for the dissemination of best practice.

All winners will receive trophies and certificates and will be included in the UN-HABITAT/ MILGAP database, which is linked to the global database of best practices.
