“More than hot air – Local Action on Climate Change“ highlights that global warming eff ects require that all levels of government, and cities in particular, not only adopt declarations but take action. In addition, this motto demonstrates that all areas of policy are aff ected by and have an impact on climate change and thus require strategy and action, eff ective management and governance structures. ICLEI Zaragoza 2008 actively seeks to develop a European position in the global climate debate towards a post-Kyoto global climate regime to be developed at the UN Climate Summits in Poznañ 2008 and Copenhagen 2009.

Characteristic to all ICLEI events, the convention will foster an open atmosphere where members can convene, discuss and exchange good practices and ideas. Zaragoza’s “Ciudad Escolar Pignatelli” residence provides us with an inspiring environment for this results-oriented programme. Spanish hospitality and a great social programme will complement the working atmosphere by providing an excellent opportunity for making ties, networking and having a good time together in a city hosting the International Expo 2008 with the theme “Water and Sustainable Development“.
