Experts Group Meeting on the Implementation of the Guidelines on Decentralization

UN-HABITAT and the Government of India will hold a special meeting of the Advisory Group of Experts on decentralization (AGRED) on 10-11 November 2007.

The primary objectives of the proposed meeting are to support the follow-up actions to resolution 21/3 of the Governing Council of UN-HABITAT, which approves the Guidelines on decentralization and strengthening of local authorities, as a key instrument to promote good governance at all levels and to strengthen local authorities. Resolution 21/3 also requests UN-HABITAT to assist interested Governments to adapt the guidelines to their national contexts, where appropriate, and to develop tools and indicators further as part of its support for the application of the Guidelines, bearing in mind that the guidelines to not constitute a uniform, or rigid blueprint to be applicable to all Member States of the United Nations.

This Advisory Group established by UN-HABTAT in 2003 pursuant to resolution 19/12 of the Governing council to discuss the issues related to decentralization (the relationships between national, regional and local governments to more efficiently and effectively serve communities) and examine ways of further supporting the international dialogue on decentralization.  The adoption of resolution 21/3 and the approval of the Guidelines on decentralization by the Governing council are the major outcomes of the intensive activities undertaken by the members of AGRED since its inception in close collaboration with its secretariat coordinated by UN-HABITAT.

The United Nations Centre for Human Settlements was established by the General Assembly of the United Nations by resolution 32/162 of 19 December 1977 and transformed into UN-HABITAT by resolution 56/206 of 21 December 2001. It is the coordinating agency within the United Nations system for human settlements activities, the UN agency for cities and other human settlements and the UN system’s focal point for local authorities. 

UN-HABITAT’ s activities on decentralization and local democracy are core elements of its strategy to promote good governance and the rule of law at all levels in support of the implementation of the Habitat Agenda and the Millennium Development goals (MDGs).
