The Dar es Salaam citywide strategy is one of the City Alliance’s first generation projects. The proposal for support was submitted in 2003 and after an elaborate consultative process, the programme was approved in 2004 and a grant agreement signed in October 2004. The Dar es Salaam Cities Alliance proposal recognized the various programmes and specifically the World Bank-supported Community Infrastructure Upgrading Programme (CIUP). Noting the numerous projects and programmes, it was agreed that the first output of the programme would be a citywide strategy which would identify the priority actions required for upgrading unplanned and unserviced settlements in the city, taking into account all on-going activities. The University College of Lands and Architectural Studies prepared and submitted a first draft of the strategy in October 2006. The Draft was reviewed in a series of stakeholders meetings that culminating in a Citywide Consultation in May 2007. Challenged by the guest of honour Hon. Edward Lowassa, Prime Minister of the United Republic of Tanzania, the stakeholders analysed all the issues raised in the draft document and brought into being the Citywide Strategy for the Upgrading of Unplanned and Unserviced Settlements in Dar es Salaam by 2015.
