UN-HABITAT is issuing a handbook to guide the coordinated implementation of the two sets of international guidelines on decentralisation and access to basic services for all. While the international guidelines are available in English, French and Spanish, the handbook is currently available in English, French,Russian, Arabic and Spanish.
