In the past few years UN--HABITAT has developed two tools promote transparency and help combat combating corruption at local level: 

The Transparency Toolkit;
Tools to Support Transparency in Local Governance

Through partnership with Transparency International, UN-HABITAT developed the toolkit “Tools to Support Transparency in Local Governance” the Transparency Toolkit. The Toolkit provides a framework for promoting transparency at the local level and covers nearly 30 tools. The tools cover the following broad themes i) Assessment and Monitoring; iii) Improving Access to Information and Public Participation; ii) Promoting  Ethics, Professionalism and Integrity; and iv) Increasing Transparency through Institutional Reforms. Besides, the toolkit contains a detailed reference section that gives additional useful resources for further reading.

Anti Corruption Guide:
Restore the Health of Your Organization – a Practical Guide to Curing and Preventing Corruption in Local Governments and Communities

In partnership with FPDL and OSI a training manual entitled “Restore the Health of Your Organization – a Practical Guide to Curing and Preventing Corruption in Local Governments and Communities” has been developed and publishes.  The manual is based on the book “Corrupt Cities” by Robert Klitgaard and Ronald McLean-Abaroa. The Manual uses a medical metaphor (curing, containing, preventing) to describe a step-by-step strategic planning process, which can be used to address corruption in local government. The main stages include: (1) triggering events, wake-up calls, urgent surgery; (2) diagnosis, planning courses of action and mobilizing resources; (3) field-tests and implementation; (4) impact evaluation, stabilization and on-going prevention. This approach is illustrated with a lead story, several case studies (Bolivia, USA, Sri Lanka, South-Eastern Europe), which run across the manual. In addition, the manual includes more than 30 practical tools to translate this process-approach into action.
