UN-HABITAT and UNHCR sign agreement to help bridge the gap between relief and development

Mr. Ruud Lubbers, the High Commissioner of the United Nations High Commission for Refugees (UNHCR), and the Executive Director of the United Nations Human Settlements Programme (UN-HABITAT), Mrs. Anna Tibaijuka, today signed an operational Memorandum of Understanding, to improve their collaboration in delivering durable shelter solutions for refugees and returnees.

Mayors and local government officials from across Africa at the weekend concluded the Third Africities Summit in Yaoundé, Cameroon, with a pledge to work harder and cooperate more closely to provide better urban services to millions of citizens living in slums and informal settlements.

Seeking better understanding of rural-urban linkages

At a time of rapid urbanization in Africa, institutions of higher learning have been challenged to highlight the importance of rural-urban linkages. UN-HABITAT's Executive Director, Mrs. Anna Tibaijuka, posed this challenge at the Sokoine University of Agriculture 2003 convocation held on 27 November 2003. In her speech, Mrs. Tibaijuka stated that the strength of these linkages would determine the living conditions of people in both urban and rural areas of Africa. Such disciplines as agricultural economics needed to be linked to urban economics through regional development planning methods, cultural anthropology, geography, social research, ecology and engineering.
African Union pledges backing for mayors in drive to alleviate urban poverty

An agreement has been reached on how to measure the state and progressive realization of the right to adequate housing, as outlined in the Habitat Agenda and other international instruments, during an expert group meeting convened in Geneva from 26-28 November 2003. The meeting was organized by UN-HABITAT and the Office of the United Nations High Commissioner for Human Rights (UNHCHR) - through their joint initiative, the United Nations Housing Rights Programme.

The world’s slums are growing, and growing, with the number people living in such dire conditions now at the 1 billion mark – making up 32 per cent of the global urban population, according to UN-HABITAT’s new Global Report on Human Settlements 2003. The report published this month entitled, The Challenge of Slums, says the crisis is such that the world will see this figure double in the next 30 years unless a concerted effort is undertaken to alleviate the situation.

The Fourth Global Forum of Parliamentarians on Habitat, which was held in Berlin, Germany, on 12-14 May 2003, adopted the Berlin Declaration calling on governments to increase financial support for the realization of the United Nations Millennium Development Goal of improving the lives of 100 million slum dwellers by the year 2020. Governments were also called upon to ensure the availability of predictable financial resources for UN-HABITAT to strengthen its work on poverty alleviation.

The government of The Netherlands increases funding for UN-HABITAT

The Government of Netherlands has given over EUR 7.8 million (US $ 8.4 m) to the United Nations Human Settlements Programme within the framework of a two year Partnership Programme. This increase in funding, from one of its major donors, explicitly recognises the success of UN-HABITAT's work in implementing the Habitat Agenda. At the same time, the Dutch Government has more than doubled its annual contribution from EUR 453,780 to EUR 1.3 m (US $ 1.4 m) from 2003 onwards.
Women should have more power in development and land rights

UN-HABITAT in action across Asia

A team of 23 experts are currently visiting some 1,000 municipal offices and schools in Japan’s Fukuoka Prefecture to raise UN-HABITAT’s profile and explain its activities in the region. The promotional campaign, which started December 10 is scheduled to run through March 2003 with a series of lectures and exhibitions. The campaign is one of a number of core activities spearheaded by the agency’s Fukuoka regional headquarters for Asia.

UN-HABITAT gains in expansion of UN Africa HQ

The United Nations this week started work on a US$ 13 million project to expand its African headquarters in the Kenyan capital, Nairobi. A colourful ceremony marking the start of a major new office expansion was attended by delegates gathered for the Governing Council of the United Nations Environment Programme (UNEP), Kenyan Environment Minister Newton Kulundu, Canadian Environment Minister David Anderson, in his capacity as outgoing president of the UNEP governing council, Anna Tibaijuka, the Executive Director of UN-HABITAT, and Klaus Toepfer, Director-General of the United Nations Office at Nairobi.
Government of Kenya and UN-HABITAT to Upgrade Slums

Honourable Raila Odinga, the new Minister for Roads, Public works and Housing of the Government of Kenya and Mrs. Anna Tibaijuka, the Executive Director of UN-HABITAT, today signed a Memorandum of Understanding (MOU) on the "Slum Upgrading Programme for Kenya". The programme hopes to improve housing, infrastructure services and the overall livelihoods of people living and working in informal settlements. One of the major goals is to ensure that the poor are given some form of security of tenure so that they can participate in the improvement of the urban environment. The programme will begin by working on slum upgrading in Nairobi and Kisumu, the lessons learned will then be replicated in other urban areas in Kenya.
