Today, just over half the world’s people live in urban areas and it is predicted that the number of urban dwellers will rise to 70 per cent by 2050. Cities and towns are sources of development if they are well planned and governed but when they are not they can become spaces of insecurity and conflict. The urban poor are more exposed to crime and violence than the rich, and since women make up the majority of the urban poor they are more exposed to risk.

| THE NAIROBI DECLARATION: Recommendations from the Youth 21 Building for Change Stakeholder Meeting and Global Youth Leadership Forum on Inclusive Governance March 15-18, Nairobi, Kenya |

The Youth 21 global initiative was co-organized by UN HABITAT and UNDP. It gathered over two-hundred and twenty (220) youth representing youth-led organizations and movements from across the globe, as well as UN Member States, members of parliament, private sector, civil society organizations, researchers and UN Agencies. The aim of Youth 21 is for youth to engage with the United Nations and support them in working towards democratic governance and sustainable development. Youth 21 has prepared the Nairobi Declaration and its recommendations in the hope that UN Secretary General Ban Ki-Moon, supportive governemnts, civil society will work in partenrship with youth and engage them in governance at all levels, with an emphasis on creating mechanisms, such as the recently announced UN Secretary General's Special Advisor on Youth, to engage youth within the UN system and beyond.

Foro hábitat seleccionó este tema para ubicar en el centro de las discusiones internacionales en materia de cambio climático a las ciudades con un rol protagónico, en las ciudades viven poco ya más de la mitad de los 7 mil millones de seres humanos que hoy pueblan la tierra, sin embargo generan también, emiten 70% de los gases de efecto invernadero de ahí que el impacto de las ciudades en el cambio climático constituya hoy un reto prioritario para la comunidad internacional aquí reunida, ya que son clave para fomentar cambios en hábitos en conductas para reducir el calentamiento global.

The 19th Century was a period in history marked by major innovations in medicine and disease prevention which contributed to the rapid acceleration in population growth in the western world. Europe’s population doubled from roughly 200 million to more than 400 million inhabitants. The 19th Century was remarkable in the widespread formation of new settlements, particularly in North America and Australasia, with approximately 70 million people leaving Europe in quest of a better life. In the beginning of the 19th Century, only 2 percent of the global population lived in urban areas. The Industrial Revolution spread from the United Kingdom through Europe, North America, and eventually to the whole world.

Yet even as we represent well over half the world’s total population, we are still not full partners in the institutions, processes and decisions that affect our lives. We live in cities in great numbers, yet our voices are rarely given equitable space or accorded the same respect and consideration as those of adults.

Housing is a fundamental human right and it is the duty of all responsible governments to ensure that each and every citizen has access to adequate housing along with all basic infrastructure and services such as access roads, water and sanitation, electricity, other community services. The failure to do so in a timely and cost effective manner results in the proliferation of slums which are the breeding grounds of disease and deprivation, the loss of human dignity and ultimately deep rooted frustrations that find vent in violence both within homes and outside.

This year’s International Youth Day will be celebrated on Tuesday 12th August 2008 all over the world. Various activities have been planned in different countries across the globe. UN-HABITAT executive Director has recorded a video message for that day whereby she has supported UN Secretary- General’s message on greater involvement of youth on combating climate change. She reiterates that today’s young people will bear the consequences of climate change if immediate measures are not taken to tackle this phenomenon. More so in developing countries, youth are often responsible for farming, finding water and collecting fuel wood. These tasks will be rendered more difficult – and will take even more time away from education or productive activities – as climate change affects the availability of water, agricultural productivity and the survival of ecosystems.

Though the science of climate change is complex, the facts are simple: our world is heading towards trouble. I saw this last year when I visited the Antarctic, where age-old ice is melting much faster than we originally thought it would. Left unaddressed, climate change could cause an unravelling of the progress that has been made towards achieving the Millennium Development Goals, and could also have serious implications for peace and security. Unless we make radical changes in the way we live, by the time the youth of 2008 reach my age, the world may well have become a rather inhospitable place.

With over 200 million youth living in poverty, 130 million illiterate, 88 million unemployed and 10 million living with HIV/AIDS, the case for a renewed commitment to working with youth for attaining the Millennium Development Goals is vital. Young people must be seen as equal partners in achieving these Goals and in realizing the Global Partnership Initiative. As you are all aware, we are at the halfway mark to the target date of 2015 for attaining these goals, and the time has come for accelerated action.

We have spoken today about the urgent and complex challenges posed by human settlements, particularly impoverished, peripheral urban communities. The International Federation of Red Cross and Red Crescent Societies (IFRC) focuses in this session on one of its long-standing priorities — addressing the link between human settlements and On the one hand, human settlements may result from the mass movement of people displaced by natural disaster. Without humanitarian supplies, construction materials, or financial resources, disaster victims are often forced to leave their rural communities for camps or urban areas in search of shelter and livelihoods.

The trends in urban development highlighted in the report of the Secretary General A/61/262 are disturbing. The report indicates that for the first time in human history, by 2007, more people will live in cities than in rural areas and that in some regions, the rate of slum formation is nearly equal to the rate of urban growth. The report further informs that in many sub-Saharan African cities, the slum population already accounts for over 70% of the urban population. In addition, most slum dwellers live in worse conditions than those in rural areas-threatened by preventable diseases, insecurity, unemployment and illiteracy. These developments should not be allowed to continue. The international community needs to take immediate remedial action.

It is gratifying to note, in this regard, the commendable efforts of UN Habitat, to address the challenges of overcrowding, unemployment, lack of access to safe drinking water and sanitation, lack of health and education facilities prevalent in cities, world-wide. Nigeria welcomes these efforts and would encourage UN Habitat to sustain the momentum.

More than half of world population will live in cities by 2007. Much needs to be done to realize significant improvement in the lives of 100 million slum dwellers by 2020. Accelerated and concerted efforts at the international level and provision of increased resources is imperative, as concluded by the 2005 UN Summit.

Today well over 50% of the world’s population already lives in cities. One third of these lives in slums without access to safe drinking water and sanitation, most of dwellers are under the age of 25 and have no serious prospects for meaningful employment. The combination of these factors make the urban poor the most disempowered groups in terms of poverty and access to health and education and the most vulnerable group in terms of HIV/AIDS and other diseases. They represent world’s collective failure to come to terms with rapid urbanization and the consequences of globalization. UN Habitat and other UN agencies have been playing an important role towards the achievement of the Habitat Agenda. It is premature to evaluate the outcome of the conference. However, main positive aspects should be mentioned such as the awareness of a wide inventory of problems, deficiencies and risks in the development of human settlements, as well as of endeavor for search of possible improvements.

Urbanisation is one of the most significant processes in our society over the past century. The
move from a mainly rural society to an urbanized world has impacted on all levels of our lives. In 1950
less than one third of the world's citizens were living in cities, but by 2025, this Will be two-thirds, and
90 percent of them will be liVing in developing country cities. Of the three persons born each second in
the world, two are born in cities. This shift from rural to urban has severe social, cultural, economic, and
environmental impacts. However, where urbanization in the developed countries went hand in hand with
economic growth and rapid increases in welfare, this is not the case with developing countries.

Exactly four years ago, in September 2000, the leaders of all the world's! countries declared that: "We will spare no effort to free our fellow men, women and children from the abject and dehumanising conditions of extreme poverty, to which more than a billio of them are currrently subjected" UN Millennium Declaration.
Nothing is more dehumanising than living without water and sanitation so why are more efforts not being made to address the world water crisis? In the last four years, over, 20 million children have died from preventable water-borne diseases, and hundreds of millions of people continue to live with the daily drudgery and squalor associated with the lack of water and sanitation. Yet, today, there is little to indicate that we will not face the same situation four years from now.

I am very honoured to have been invited to this Second World Urban Forum and say a few words at this opening session. Together with my South-African colleague at that time Mrs. Sankie I chaired the First World Urban Forum in Nairobi in May 2002. The idea was to find a more informal way to focus on the Urban challanges. The key word was dialogue. Some 1200 people met in Nairobi, now 6000 people have registered for the Second Urban Forum. It is an impressive number and it shows that the problems and possibilities of urbanisation is gaining an ever increasing attention on the global agenda. I am fully convinced that also this Second World Forum will be as open, as informal, as democratic and as inclusive, as it was in Nairobi. I am glad to hear that a Third World Urban Forum is already being planned to take place in Vancouver'in 2006. In a way the Nairobi Forum was a historical in creating a new way of international co-operation, outside the UN protocal, but inside the main stream of the world challanges.
