Hundreds of millions of people living in cities around the world have no roof over heads, nowhere to turn for help, no access to health services, education, clean water or sanitation, and no rights. Because of their plight, most homeless people in fact do not know their rights, let alone how to exercise them. They are not reported in the censuses; they live in the city but do not belong to the city; we see them, but in fact, they do not exist administratively.
